Can you tell me the computer your using and operating system and OS type 32 or 64 bit?  Also what version of internet explorer are you using? If you are not using IE you should be in 32-bit as admin.   Download unsigned active X controls must be set to prompt.  If you have IE 11 you need to add the ip address to the compatibility view settings, and always have IE set to enable protected mode.  Keep me posted if that does not work for you.

Please you need to make sure you right click in Internet Explorer and open it as an Administrator. Then input the IP of the DVR, then you need to go to tool > Compatibility View Settings. The add the DVR's IP address then the WEB Service will reload again in Compatibility view.

Thanks
