I have a new Rack Mount Power Supply 16 Channel 12V DC CCTV 12Amps output plug it in and I get all red lights. Connected two cameras and they work, but all red. Is that normal?

They all light up with or without a camera connected.

If there is a short or a circuit on one of the terminals goes bad you will get a LED that is not lit. Otherwise like Daniel said all should be on constantly.
