This is noise in the line, it can be caused by damaged connectors or cables as well as an electromagnetic source such as a high hat or a ballast, there are some occasions where there is noise from an Air Handler or other motors if, near the equipment, this is typically fixed by replacing the connectors or cables if its EMI then a ground loop isolator also works.
