Need some help in selecting the right PTZ

Need advise on FEATURES or SPECIFICATIONS (not necessarily brand).

What do I need to look for ?

Conditions:

Low night light private roadway - outdoor - light traffic day and night - people walking and vehicles.

Subjects 25 feet to 500 feet or more

Don't want IR function because people can see the camera head moving day and night. (IR has a glow)

Wants AT (auto tracking) and network IP

Wants maximum zoom both optical and digital (36x optical would be great but may not be possible with IP cameras)

Looks like I would need a day/night camera - speco would be great but they don't make an intenfire PTZ.

Covered long distance IR may be an option but I haven't seen one.

I have in mind 720p or 1.3 mp. 2mp may cost too much but will look at it.
