Turn the NVR off and back on. Listen for a beep. If it has a HDD inside there should be 1 to 5 beeps. If there is no drive it will never stop beeping. If the DVR never beeps it is not completing the boot process. In that case we need to take the HDD(s) out and then find the one causing the problem.
