"USER LOCKED" means someone or something that the wrong password and has exceeded the number of times they can query the login page with the wrong password. Find the device or person that has the wrong credentials and you will not have this issue any longer. Also, please be sure not to use any default ports if you have port forwarded your ports as it is open the internet and default ports are easily found online. This is called security by obfuscation.
